Domain General: Changing owner of a .CN domain name

Hello there,

I wish to change the owner of a .cn domain name. The change would
therefore go from one gandi account to another. Still, the operation
appears to include a 25USD fee. Why is that?

The domain is still valid for a long time. I just want to change its
owner. The new owner will be responsible for renewing it when the time
comes. Why should I pay 25USD for this?
