I believe (but am not sure) that Gandi should have sent me a mail with url, name and password for the control panel at time of confirming registration.
Some .tel management links have appeared on the domain management pages (i.e. going into the standard pages for managing your domain, select the domain and have a look at what is in the lower right). I've not tried it yet.
